To meet federal requirements of the Centers for Disease Control and Prevention (CDC) and Health Resources and Services Administration (HRSA), every five years the California Department of Public Health conducts a needs assessment to support data-driven decision-making about the content of California’s next Integrated HIV Surveillance, Prevention and Care Plan. In 2022, Facente Consulting was selected to lead the process to conduct the needs assessment for the 2023-2026 integrated plan.
Facente Consulting incorporated HIV surveillance data, designed and implemented a county-level survey to gather data, reviewed existing related California HIV/AIDS needs assessments, and conducted a review of state laws and regulations that acted as barriers to accessing existing HIV testing, prevention, care and treatment services. This information was used to create key priorities and write the Needs Assessment section of the final integrated plan, which was submitted to the federal government in December 2022.
