Qualitative Evaluation of Vital Strategies’ Overdose Prevention Program

In response to the ongoing overdose crisis, the nonprofit organization Vital Strategies launched a national overdose prevention effort focused on ensuring medication access and availability, engaging communities, and creating a culture of support for people who use drugs. Specifically, the Vital Strategies Overdose Prevention Program partners with seven U.S. states (Pennsylvania, Michigan, Kentucky, New Jersey, New Mexico, North Carolina, and Wisconsin) to provide funding and technical assistance to governments and communities to equitably and sustainably reduce overdose deaths.

In 2025, Vital Strategies hired Facente Consulting to evaluate and understand the impact of their Overdose Prevention Program. For this project, Facente Consulting conducted background research about the overdose prevention landscape, interviewed key stakeholders linked to the Overdose Prevention Program, analyzed interview data, and developed a final evaluation report and presentation. Facente Consulting worked closely with Vital Strategies and its program partners to ensure that diverse voices were represented in the program evaluation.
