Evaluation of Capacity-Building Assistance for High-Impact HIV Prevention

From 2019-2023, the Center for Learning and Innovation (CLI) at the San Francisco Department of Public Health implemented a five-year grant from the Centers for Disease Control and Prevention (CDC) to provide capacity-building assistance (CBA) to CDC-funded organizations focused on non-clinical HIV testing and HIV prevention in the Western Region of the United States. CLI hired Facente Consulting as an external evaluator to support continuous quality improvement of their CBA work, as well as assessment of their progress towards program objectives.

In this five-year project, Facente Consulting collaborated with CLI staff and partnering CBA providers to identify evaluation needs, design evaluation instruments (such as interview guides, surveys, and focus group guides), implement evaluation activities, analyze data, and share findings through dozens of reports, presentations, and visual summaries. We also collaborated with CLI to complete all CDC-required evaluation reporting deliverables.
