Capacity-Building Assistance Evaluation Support

The Center for Learning and Innovation (CLI) at the San Francisco Department of Public Health received a five-year grant from CDC to provide capacity-building assistance (CBA) to CDC-funded organizations focused on non-clinical HIV testing and HIV prevention in the Western Region of the United States. CLI was in need of an external evaluator to support continuous quality improvement and assessment of their progress towards the objectives laid out in the CDC’s Annual Performance Report and Evaluation and Performance Measurement Plan.

In this five-year project, Facente Consulting led evaluation activities for CLI’s work plan. Responsibilities included ongoing collaboration with CLI staff and partnering CBA providers in Denver and Los Angeles to identify evaluation needs and discuss findings; design of data collection instruments, including focus group guides, interview guides, and short-, intermediate-, and long-term surveys to assess satisfaction with and impact of different CBA activities; data analysis and visualization, including one-page graphical summaries of key work plan activities; building capacity in SFDPH staff to conduct day-to-day evaluation activities; and regularly presenting findings to the team of CBA specialists affiliated with the San Francisco Department of Public Health.
