San Francisco’s Emergency Financial Assistance program (EFA, formerly AIDS Emergency Fund) has existed for decades. EFA provides funds to stabilize housing for people living with HIV, with the goal of helping them achieve viral suppression. Given a recent shift in the management of the EFA program, as well as the changing landscape of HIV and homelessness in San Francisco, the San Francisco Department of Public Health (SFDPH) sought Facente Consulting’s support in assessing and shifting interventions in the program to align with current gaps, opportunities, and contextual factors.
In this collaboration, Facente Consulting led a landscape analysis of the current EFA program, including a literature review, interviews with program partners and participants, and a review of multi-year program outcomes. Based on learnings from the landscape analysis, Facente Consulting then supported action planning and the development of a theory of change with SFDPH and PRC (formerly Positive Resource Center, a primary EFA program partner). Facente Consulting released a comprehensive report with recommendations, an illustrated theory of change and visualized new program plan.
