In San Francisco, homelessness disproportionately impacts people who are transgender and gender diverse (TGD). In 2022, San Francisco launched a groundbreaking, ambitious plan to end trans homelessness (ETH) by 2030. There are many challenges to ETH, including the backdrop of California’s housing crisis and the underlying structural transphobia and racism that drive homelessness among TGD people. As a result, HSH will need to be strategic about designing and implementing activities to end trans homelessness, while finding ways to meaningfully include TGD people in design and implementation.
In 2024, HSH hired Facente Consulting to help guide next steps for implementing San Francisco’s ETH initiative. From 2024-2025, Facente Consulting supported four major areas of work, including (i) facilitating a theory of change process to help HSH clarify how ETH activities lead to desired ETH outcomes, (ii) community re-engagement, to ensure that ETH activities are informed by and inclusive of TGD people, (iii) evaluation design to ensure ongoing monitoring and improvement of ETH activities, and (iv) implementation support with the plan that emerged from steps (i) – (iii).
